Hello, I'm helping out a friend who wants to purchase a handgun and semi-auto rifle in Westchester County. We filled out the PPB-3 form which asks for his info and the references - this is on PDF that also has an attachment for Concealed Carry, but we're not using that now. The form has a spot for any pistols he wants to purchase along with their model #, serial #, etc. I've attached an image of the first page instructions. It seems like some of these are for CCW permits - like # 7 and 8. The background check fee is fine, but it asks for a passport - do they want a copy of that? It also asks for 2 photos - is that for the CCW permit and can we ignore that? Basically, he wants the ability to purchase a handgun and possibly a rifle to keep in his home. Then, when things settle down, possibly apply for a CCW permit. Any help is much appreciated. Thank yu

Does anyone here have insight into corrections work in MD?
Are COs in MD allowed to carry on/off duty? Also, is being a corrections deputy considered different than being a county detention officer? Are COs considered peace officers like in NJ and NYS, or Cali? Or do they have a separate status?
I’ve also seen counties that have corrections deputies and patrol deputies in one department, but also counties like Anne Arundel that have a detention department, county police, and a county sheriff’s department, all separate. Just wondering if one is considered different than the other, or if one has more or different duties.
Also, if I were eventually planning on going Police or Fed, would County or state be a better option as a start to a LE career in MD specifically?

It's not uncommon to see a new case solved every few weeks, but within the past few days, they've identified 7 Does! The site doesn't give much info on the people themselves, but:
A Jane Doe in Maury County was identified as Amanda Newcomb. Her body was found in the woods. No cause of death listed. Hey all, I figured some of you may be current or former LEO in PA so I was trying to figure something out. I’m not advocating for or against it, but why don’t Sheriffs Depts in PA operate how the majority do in other states? Our Sheriffs Depts don’t even run the jails. I’ve heard everything from “we’re a commonwealth” which doesn’t seem to legally make sense anymore or make us any different in the modern era. I’ve heard it’s the Trooper’s Union, etc. Historically, Sheriffs made sense because we didn’t always have a new municipal agency every 5sq miles or the money to. Does anyone have definitive info why even in rural counties they don’t seem to be the defacto LE Agency? I’ve heard they are in a few with zero municipal agencies, but can’t confirm.

In Burlington, Vermont, on November 24, 1946, Ted Bundy was born. He would murder at least 30 people before his death. Principal investigators think that number may be closer to 40.
At three in the morning on August 16, 1975, Utah highway patrolman Sergeant Bob Hayward spotted a tan 1968 Volkswagen Beetle parked in front of a house. The VW accelerated as Sergeant Hayward approached. After pursuing the automobile, Hayward was able to eventually stop it.
Bundy, who had just seen The Towering Inferno at a nearby drive-in theater, informed Sergeant Hayward that he was lost. If The Towering Inferno had been showing at the neighborhood drive-in, Hayward might have been able to release Bundy with just this justification.
Sergeant Hayward checked Bundy's automobile out of suspicion. Handcuffs, an ice pick, a ski mask, a torch, some garbage bags, rope, torn sheets, gloves, and pantyhose with holes cut out to make a mask were among the items he found during his search.
Bundy was arrested by Sergeant Hayward for eluding an officer, but Bundy was released on bond. Sergeant Hayward spoke with his brother, Sheriff Pete Hayward, unable to forget the incident. Two of Sheriff Hayward's detectives heard the tale and thought Bundy and the tan Volkswagen Beetle sounded uncannily familiar.
When detectives in Utah got in touch with those in Washington, they discovered that Bundy was one of their top-tier murder suspects. Murders that, coincidentally, halted when Bundy moved from Washington to Utah, and then the unexplained disappearances started in Utah.
However, Bundy had committed a key error by leaving a witness.
In an effort to secure her as his next victim, Bundy abducted 18-year-old Carol DaRonch from the Fashion Place Mall outside of Salt Lake City, Utah, on November 8, 1974. But unlike so many others before her, DaRonch managed to escape.
On October 2, 1975, Carol DaRonch selected Bundy from a lineup as the person who had abducted her nearly a year earlier. Bundy was found guilty of kidnapping on March 1, 1976, and might have received a 15-year sentence; however, the narrative doesn't end there.
In June 1977, Bundy managed to escape from a second-story window after being briefly left alone after being extradited to Colorado for the murder of Caryn Campbell. A few days later, he was discovered in Aspen and returned to custody. Only for him to break out of his jail cell at the Garfield County Jail in Glenwood Springs, Colorado, once more on December 31, 1977. Bundy managed to avoid capture this time, though, and the results were deadly.
Bundy would attack five people over the course of the following two months, murdering three of them.
Around 1:30 a.m. on February 15, 1978, Pensacola Police Officer David Lee stopped a man who was driving a stolen car. The man was taken into custody by Officer Lee. The individual refused to provide the officers with his real identity for nearly two days.
Detective Norman Chapman was then given the case.
"My name is Theodore Robert Bundy," the man finally admitted. Chapman didn't know who that was at the time. Bundy was quickly identified by the department as the man the FBI had just one week earlier placed on their list of the Ten Most Wanted Fugitives.
A Miami jury found Ted Bundy guilty of two counts of murder on July 24, 1979. A jury in Orlando found Ted Bundy guilty of one count of kidnapping and one count of murder on February 7, 1980.
Theodore Robert Bundy was put to death in the Florida State Prison on January 24, 1989, when he was 42 years old.

Seven Months Later
It was early morning as Lindsey sat up. She had taken the last month off of school because she was so close to her due date. Helen clasped her hands together. “She is so beautiful. And what's her name?”
“Haley,” Lindsey said, sitting up in her bed.
They turned and gently hugged her. Helen wiped her forehead with a clean wash cloth. “How do you feel?” she asked Lindsey.
“Exhausted. Sore.”
Helen chuckled. “Welcome to the world of motherhood, Darling. Brian wasn't easy to push out.”
Lindsey smiled weakly and took her mother's hand. “I know that you aren't my biological mother, but you are still my Mom. I love you. You have always been there for me. I will never again take you for granted.”
The two women smiled and hugged. “I love you,” Helen whispered.
“I love you two, Mommy.”
Joseph lovingly patted his daughter's head. “You are the perfect daughter. I am sorry for hurting you.”
She smiled up at him. “I forgive you, Daddy.”
Two Months Later
It was lunch time as Lindsey's phone beeped. She looked at the text and smiled. It was a picture of Brian and Haley. When she put her phone up, Alex sat at the table. “When are you going to do a DNA test?” he asked.
She looked at him. “I'm not going to. Brian is her father.”
“No he's not. You know it.”
“Shut up. I don't care. Try to court order it, and I will make sure that you never see her at all. As far as she's concerned, Brian is her daddy. Not you.”
He looked angry. “Why?”
“I don't have to explain myself to you, Alex. My rule is final.”
He shrugged and got up. “Fine. I just hope that one day she finds out.”
“She will. I'll tell her when I think she is ready. Until then, keep your fucking mouth shut.”
As Alex stormed off, Lindsey ate her sandwich. She was just about to text Brian back when someone walked through the door. His name was Kevin Myers, the high school quarterback. He had short black hair, and bright amber eyes. His skin was tan and smooth. His body was slick and muscular. She knew that she just had to have one last casual fuck.
When he sat down with her, she was surprised. “Hey, Lindsey. How are you?”
“Kevin? Why are you sitting with me?”
He reached a hand under the table and rubbed her knee. “I just wanted to see if you would rather get lunch off campus.”

The back of Kevin's vehicle wasn't quite what she had thought as she lay there. Kevin had her shirt off and was sloppily kissing her neck. “I want to fuck you so hard,” he whispered in her ear.
Lindsey instantly thought about Brian and Haley. She couldn't imagine what she had once seen in Kevin. He was a slob. Her pants were quickly pulled off her. Minutes later, a girl found her there. The police were called, and Lindsey found a familiar set of arms holding her. She passed out, the pain becoming too much. But she knew that she was safe.

Pain rushed through Lindsey as she opened her eyes. A heart monitor beeped steadily nearby. When she saw Joseph, tears threatened to leak from her eyes. “You came?” she asked.
He nodded. “I was first on the scene. How are you feeling?”
“I'm hurting pretty bad. Am I going to be alright?”
“Yeah. The doctor said you only sustained some bruises and cuts. You were lucky.”
She looked into his eyes. “Kevin?”
Joseph nodded again. “We got him. A witness saw him throw you out of his car. And he confessed that Alex paid him to do it.”
“Is Alex in jail too?”
Joseph smiled. “Yeah. And they won't be getting out any time soon. Now, just relax. I'm not leaving.”
Chapter Twenty-One
One Year Later
Lindsey was so happy that they had waited to get married. She looked at herself in the mirror. The pure silk gown clung to her body. At only eighteen years old, she was a gorgeous bride. He mother put a gold diamond necklace around her neck. “Your grandmother gave me this on the day of my wedding. And now, I am giving it to you.”
She hugged her tight. “You are so beautiful, Lindsey.”
As the music started, the brides maids and the maid of honor proceeded out into the chapel. Lindsey's heart began pounding in her chest. “I'm so nervous.”
Helen brushed a hand over her cheek. “Don't be.”
A knock on the door made Lindsey calm herself. “Are you ready?” Joseph called from the other side.
“Yeah,” she said as she opened the door.
They looped their arms and began walking. At the entrance to the chapel, Lindsey felt all of the eyes on her. She had only graduated a month ago. Haley had turned one already, and had been the cutest little flower girl. Now she was marrying the one man that truly loved her with all of his heart.
As she locked gazes with Brian, she proceeded down the aisle. People were smiling and taking pictures, but she could only see him. This was the moment that she had been waiting for. As she took Brian's hands, she felt herself enter destiny.
Three Months Later
Joseph smiled as he rang the doorbell to Brian's apartment. When the door opened, Brian smiled at him. “Hey Dad. We weren't expecting you.”
“I just wanted to come by and see Lindsey and Haley.”
“Papaw,” Haley shouted as she ran to him.
He smiled and scooped her up into his arms. “How is my little angel?” he asked.
Haley giggled. “Daddy is taking me to the park!”
“That sounds fun! When you get back, I'll take you out for some ice cream!”
Haley smiled and hugged him again. “I love you, Papaw!”
He hugged her tight. “I love you too, Bug.”
As Brian and Haley left, Joseph shut the door. Moments later, Lindsey walked out of the kitchen with a tight white spaghetti strap shirt and baggy hollister sweat pants. Her hair was in a messy bun, and there was a dish rag slung over her shoulder. “Hey, Dad,” she said with a grin.
“Hey, Baby. I just wanted to see you. How have you been?”
She shrugged. “Not bad. Haley keeps me busy when I'm not doing my online college classes.”
“What are you studying?”
She smiled. “Criminal Justice. Figured I might become a cop.”
Joseph chuckled as he approached her. “Well, I am proud of you. You have really done good for yourself. And did you hear about Derrick?”

As I understand, media sources are not allowed access to Mr. Avery, whether by telephone or in person. Mr. Avery, however, does enjoy telephone privileges at the Calumet County Jail, and therefore, can call who he wishes (assuming no victim or witness intimidation is occurring).
Although all telephone calls are monitored and recorded (which your client is aware of), it is very unusual to monitor or “filter” calls contemporaneous with them being made, and therefore, the Sheriff’s Department is in a poor position to screen who your client chooses to speak with.
I have asked that the recent taped telephone conversations between Steven Avery and the A.P. reporter be provided to you. I have also asked that all telephone calls, previously recorded, be provided to you as Discovery; I will allow you to decide what, if any, evidentiary value they may hold.
Steven Avery receives written correspondence, including from media sources. It is my understanding that within that correspondence, Avery is invited to contact various media outlets should he wish to speak with them, and has, on occasion, chosen to provide electronically recorded interviews. As you know, it is your client who has chosen to make these extra judicial statements.
It is my understanding that the Sheriff is unwilling to revoke your client’s telephone privileges at this time. If you wish to advise your client not to speak with the media, that is within your responsibility to counsel him on possible disadvantages of doing so.
If you expect the Sheriff’s Department, or my office for that matter, to limit your client’s ability to speak to the media, you will need to obtain an order from the court to do so. Should you wish to bring a motion asking the court order your client to stop talking to the media, I would be happy to make myself available when said motion was scheduled to be heard. As previously referenced, audio recordings of your client will be provided as Discovery when they can be electronically reproduced for you.

Something I just considered, and is suddenly making me lean more towards approval than IRV, is how complicated and long IRV would make American ballots.
It varies state to state, but Americans vote for A LOT of different positions (roles that are typically appointed in most countries, I believe). President, US senators and representatives, governor, some other state executive positions like lieutenant governor, attorney general, secretary of state, treasurer, state senators and representatives, judges, county board members, mayor, city council members, school board, sheriffs, and referendums.
If all of those elections used an instant runoff with multiple candidates, that would be an extremely long ballot.
American elections SHOULD be simpler. Realistically, we should only need to vote for president, Congress, state governor, state legislature, mayor, and city council. The rest can be political appointments or hired bureaucratic positions.
For a while I've preferred IRV, but realizing this has suddenly moved me over to preferring approval. Most voters, seeing that many rows and columns for every single position are probably just going to rank when they're most informed (likely national or competitive races), or only rank one for every position.
Approval would reduce ballot complexity by quite a lot.
